President Obama declared a state of emergency in Louisiana yesterday, after Louisiana's Governor Bobby Jindal requested the declaration and financial assistance to Louisiana in the wake of hurricane Isaac.  The White House informed Jindal of the decision by phone.  The state of emergency makes federal help available to save lives, and protect the health, safety and property of citizens.  This is something FEMA is supposed to do in such an emergency anyway.
